WHO WE'RE LOOKING FOR
The Contracts Administrator II/III reports directly to the Manager, Procurement.  This position is responsible for the purchase of high dollar supplies, equipment, services and construction through formal solicitation methods (IFB, RFP, SOQ) using public purchasing policy and procedures.  Administer resulting contracts through closure.  Work independently on multiple complex projects. Negotiate the most complex contracts, contract renewals, amendments and plan changes.

 

WHAT YOU'LL BE DOING

•   Resolve audit exceptions, develop corrective actions for deviations and monitor compliance with corrective actions.
•   Analyze difficult contracting issues and determine recommended course of action which may depart from previous approaches.
•   Assist department and project managers with development of specifications and statements of work.
•   Develop and monitor procurement plans and determines procurement and contracting methods.
•   Develop formal solicitations (IFB, RFP, SOQ) in compliance with all applicable rules and regulations.
•   Write contractual terms and conditions, to include findings/determinations, for supply, services and construction contracts that are fixed price, variable quantity and cost reimbursable in nature.
•   Identify qualified sources of supply, conduct vendor conferences and facilitate vendor issues.
•   Analyze bids, conduct responsibility surveys and make responsiveness determinations.  
•   Establish pre-negotiation positions, lead negotiations and develop price negotiation memoranda.
•   Perform cost/price analysis, and recommend vendors for award.
•   Monitor contract performance and facilitate resolution of issues during contract performance.
•   Review insurance certificates and bid, performance, and payment bonds for compliance.
•   Take part in post-award conferences ensure receipt of contract submittals and deliverables.
•   Review invoices to ensure compliance with contractual terms and conditions and monitor for prompt payment. Review certified payrolls for active construction contracts.
•   Negotiate and execute contractual documents for settlement of partial or total contract terminations. 
•   Issue cure notices, show cause letters, and prepare terminations for default and convenience.
•   Prepare contract management plans and perform contract surveillance to ensure contractor compliance.
•   Prepare procurement portion of the Board agenda items.
•   Prepare findings of fact associated with contract disputes. 
•   Modify contracts and performs contract closeout activities.
•   Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
•   Perform other duties as required and/or assigned.

 

WHAT YOU BRING
•   Bachelor’s degree in purchasing or a related field. Related experience may be substituted on a one-for-one basis up to four (4) years. 
•   (CPM) Certified Purchasing Manager, (CPCM) Certified Purchasing Contracts Manager, (CPPO) Certified Public Procurement Officer, (APDP) Acquisition Professional in Supply Management or similar certification preferred, but must obtain within one (1) year of employment.
•   Six (6) years of procurement experience including either five (5) years in government or transit related field using formal solicitation methods and contract administration; or five (5) years supervisory experience in Procurement or directly related field.
•   Recent experience using personal computer for data entry, word processing, and spreadsheet applications.
