WHO WE'RE LOOKING FOR

The Director, Total Rewards at CapMetro reports directly to the Vice President, People and Culture (P&C) and plays a pivotal role in shaping and implementing the agency’s compensation, benefits, wellness, and rewards strategy. This position requires a strategic leader who can manage a team of up to four professionals align rewards programs with CapMetro’s strategic goals and ensure compliance with relevant regulations.

 

WHAT YOU'LL BE DOING

  • Develop and execute a comprehensive Total Rewards strategy, including compensation, benefits, recognition, and equity programs, to enhance employee value proposition and align with business and talent strategies.
  • Oversee the Total Rewards budget, ensuring cost-effectiveness while providing competitive reward packages.
  • Lead regulatory strategy for HR functions, ensuring compliance with laws and internal controls, in partnership with internal audit and finance teams.
  • Manage health, wellness, retirement, and other benefits programs, collaborating with providers to optimize offerings and manage costs.
  • Partner with senior executives and consultants to present competitive total compensation packages to the Senior Executive Team.
  • Oversee the activities and meetings of the Self-Insurance Board of Trustees, Retirement Plan Committees for 401K and Pension Plans, and Compensation Committee to ensure compliance with applicable laws and regulations.
  • Lead the design of base pay and incentive plans, ensuring alignment with the organization's culture, strategy, and operational needs.
  • Conduct market trend analysis, salary forecasting, and develop annual compensation plans, including base pay and incentive programs.
  • Utilize market data to assess the effectiveness of Total Rewards programs and make data-driven recommendations.
  • Ensure compliance with state, federal, and local laws concerning benefit plans, manage compliance obligations, and oversee benefit plan operations.
  • Oversee the activities and meetings of the Self-Insurance Board of Trustees, Retirement Plan Committees for 401k Plan and Pension, and Compensation Committee to ensure compliance with applicable laws and regulations.
  • Assist in acquisition-related efforts, including due diligence, plan integration, and communication.
  • Lead the development, procurement, and administration of the Wellbeing program which includes additional Wellness Centers to drive and enable cultural transformation to support Wellness centers, Employee Assistance Program (EAP), and agency immunization programs.
  • Monitor KPIs and provide excellent Wellbeing service delivery (coordinated with business needs, simple and free of complexity, executed with speed and accuracy). 
  • Direct the corporate strategies of Wellbeing issues, overview of analysis and direct the establishment of the Seven Dimensions of Wellbeing objectives in line with overall organizational objectives. 
  • Direct the process for procurement of third-party contracts related to Total Rewards.
  • Prepare and deliver presentations before the Board of Directors, senior management, and benefit plan committees.
  • Collaborate with agency leadership and HR directors on internal and external initiatives.
  • Manage open enrollment, new employee enrollment, and benefit vendor relationships.
  • Supervise the benefit/compensation function for payroll, ensuring compliance and effective service delivery.
  • Act as an internal change agent, fostering innovation and best practices.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action, and reporting safety and security concerns.
  • Responsible for ensuring departmental compliance with the agency's Emergency Response Plan. 
  • Other related duties as assigned.

RESPONSIBILITIES - SUPERVISOR AND/OR LEADERSHIP EXERCISED:  

Direct and manage department personnel by planning, scheduling, delegating, and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including, hiring, and interviewing, and overseeing hiring, training, work assignments, and performance evaluations. 

 

WHAT YOU BRING

  • Bachelor’s degree in Human Resources, Business Management, Public Administration, or related field. Master’s degree relevant field preferred. Relevant experience may substitute for the required degree.
  • Seven (7) or more years progressive responsibility in human resources management, with a focus on compensation and benefits.
  • SPHR, PHR, CCP, CBP, and/or CEBS certification preferred. Three (3) additional years of specialized experience may substitute for certification or master’s degree.
  • Leadership experience in classification, compensation, and benefits management preferred.
  • Experience in benefits design, vendor management, and regulatory compliance preferred.
