Project Manager II, Rail Signal & Communication Systems

This position will provide support, oversight, coordination and administration of the railroad signal and communication system assets. This position requires an individual with some experience in the design of rail signal and communication system, knowledge of AREMA Rules & Guidelines to Signals and Communication design, FRA Part 233, 234 & 236, applicable MUTCD and Federal Highway Crossing Systems rules.  This position requires an individual with some level of familiarity with vital programmable logic control systems and applicable wayside equipment from key suppliers such as Alstom/GE, in order to perform design & reviews of product and system submittals. 


  • Monitors and evaluates the maintenance and repair activities of the communications and signals maintenance contractor.
  • Review, monitor and generate reports, documents and records for compliance with Federal Railroad Administration (FRA) signal system requirements.
  • Reviews the preparation of work plans, maintenance, cost estimates and change orders as related to the installation, inspection, testing, maintaining, diagnosing and repairing of the railroad communications and signal systems.
  • Assists contractors in the evaluation and investigation of signal system failures.
  • Assists with signal oversight on Capital Metro Railroad (CMTY) projects.
  • Conducts field inspections of completed work jointly with Operations and Maintenance (O&M) contractors for conformance to CMTY and regulatory requirements, specifications and project requirements.
  • Conducts field inspections to oversee signal activities on capital projects.
  • Prepares written documentation on the results of communications and signals systems equipment repairs, tests and inspections.
  • Participates in and audits efficiency testing in accordance with CMTY rules and other regulatory requirements.
  • Troubleshoots issues with key personnel within the districts, as well as with consultants and other agency personnel on the Local, State and Federal level.
  • Acts as a prime point of contact representing CMTY on the development and execution of railroad signal and communication projects by CMTY and third parties.
  • Ensures that District and third-party rail signal and communication projects conform to federal, state, and District design standards, inter-agency agreements and Memorandum of Understandings (MOU's), and other governmental regulations.
  • Support management of CMTY's signal software and wayside asset management control plan (FRA subpart H).
  • Support Capital Metro’s safety culture by following safety and security policies, considering safety in every action and reporting safety and security concerns. 
  • Perform other duties as required and/or assigned in support of the Capital Metro Strategic Goals, Mission, and Objectives aligned to these goals.



  • Bachelor’s degree in Electrical Engineering or equivalent technical qualification. Related experience may be substituted on a year for year basis up to four (4) years.
  • Five (5) years directly relevant signal and communication maintenance experience on a  rail system.
  • Certificate in Rail Signaling preferred.
  • Advanced knowledge of principles of railroad signal and communications engineering, GCOR and demonstrated experience with railroad systems and railroad operations.


  • Strong working knowledge with pertinent code and regulatory requirements of agencies such as the FRA.
  • Working knowledge of signal standards such as AREMA, BNSF, or Union Pacific.
  • Working knowledge of computer-aided design systems, word processing, spreadsheets, databases, presentation, and scheduling software as it relates to project management.
  • Excellent organization abilities, analytical skills and communication skills including the ability to effectively communicate technical information to a non-technical audience.

SALARY RANGE: 69,386.00 - 86,732.00
