Driving on City business: This position must travel between various locations as part of the regular job duties and individual may be required to drive own personal vehicle or City vehicle. Successful candidate must be in possession of a Texas driver’s license as authorized by the Texas Transportation Code. A driving record verification will be conducted. $32.84 – $42.63

Preferred Qualifications

-3 years or more experience creating complex models, use cases, process flows, specifications, diagrams and charts to provide direction to developers, designers, and vendors.

-3 years or more of experience leading teams or business owners to conduct analysis of existing systems to develop strategies for improving of enhancing systems performance.

-3 years or more of experience in developing technology planning specifications and evaluation for procurement.

-3 years or more of experience leading coordinated efforts and perform tests, including end-user reviews, for modified and new systems, training and other post-implementation support.

-3 years or more experience in Information Technology related project management experience.

-CCBA (Certification Capability in Business Analysis) Level 2 professional certification or CBAP (Certified Business Analysis Professional) Level 3 professional certification preferred.

-Valid Texas Driver’s License

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1.    Partner with decision makers, system owners and end users to define business, financial and operations requirements and systems goals
2.    Lead requirements gathering sessions to elicit requirements, specifications, business processes and recommendations related to potential IT solutions
3.    Create more complex models, use cases, process flows, specifications, diagrams and charts to provide direction to developers, designers, and vendors
4.    Develop statement of work for use in requests for proposals
5.    Evaluate compatibility and interoperability of commercial off-the-shelf or in-house technology systems
6.    Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems  
7.    Perform cost-benefit and return-on-investment analyses to aid in making IT business decisions
8.    Conduct research on software and hardware products and technology services to justify recommendations and to support purchasing efforts
9.    Write and deliver reports, recommendations, or alternatives that address existing and potential trouble areas in IT applications across the organization 
10.    Coordinate and perform tests, including end-user reviews, for modified and new systems, training and other post-implementation support
